CLEO Help SAMPFUNCS.asi doesn't load for me. [FIXED]

I have a fresh install of GTA San Andreas and I installed SAMP 0.3.7, I have installed SAMPFUNCS.asi 5.3.3 into my folder and Silent ASI loader. I have also installed CLEO 3. My problem is that when launching SAMP the SAMPFUNCS.asi file doesn't create a SAMPFUNCS folder and the logo isn't present when joining a server. Note that I have downgraded from Windows 10 to Windows 7.

CPU: Intel(R) Core(TM) i5-7400 CPU @ 3.00Hz 3.00 GHz
Graphics Card: AMD RX 580 4GB
Memory: 8 GB DDR4 Ram
Motherboard: ASUSTeK PRIME B250M-A
OS: Windows 7 Ultimate

Solutions I've tried

Hoodlum.exe 1.0
Downloading DirectX 9.0c (June 10)
Installing in new directory
Changing compatibility on gta_sa.exe to 256 colors and Windows 98
Downloading newest drivers
Downloading Cleo 3

Pictures included is of my GTA San Andreas directory, any help would be very much appreciated as I spent hours looking for a solution. Thanks in advance.

Thanks user88 for the reply, I've just tried this with no avail. Cleo seems to work fine as it shows the amount of scripts loaded in the bottom left, however, no SAMPFUNCs folder was created. Placing cleo files into the cleo folder results in crashes. Note that on Windows 10 my computer could run SAMP perfectly.

Thanks again for more help. So I've reinstalled San Andreas (just to make sure) and I downloaded the newest cleo, (v4.3.22) and the SAMP file from the link. (0.3.7 R1) I've followed the "If you have a problem spoiler..." and I've tried turning off UAC and running San Andreas and SAMP in admin mode. I have no antivirus installed as I wiped my drive after downgrading to Windows 7. SAMP runs and CLEO shows that it is working, modloader also works too, I just don't understand why SAMPFUNCS doesn't do anything, it doesn't create the .ini files and the folder. It's like it's not even there. I've also disabled firewall.

Thank you Ayamabi, I put this in my directory and SAMPFUNCS.asi still doesn't work. It seems maybe asi files don't work, even with asiloaders.

wth sampfuncs won't create folder for it you need to create folder in gta sa directory named 'Sampfuncs' then when you join in game sampfuncs will create all needed files in that folder

I know this already, I've joined servers with SAMPFUNCS.asi and your .asi loader and SilentASI loader, however still there is no files created or .ini file created.

Make sure your "SAMPFUNCS.asi" have the good extension. How can you check this? Add that file to any archive and see what format does it have. It must be "SAMPFUNCS.asi". Maybe at you is "SAMPFUNCS.asi.ico" (that's only an example)

Second thing that you must be sure of, just try to install the correct version of 0.3.7, which is R1, the only SAMP version compatible w/ SF.

Also, run "samp.exe" w/ admin rights.

I fixed the problem, apparently my OS just didn't have the files to run SAMPFUNCS.asi. The only fix that worked for me was switching from Windows 7 Ultimate to Windows 7 Professional. Everything worked perfectly after that.
