i dont think this exists or if it does, is private
those are just using a basic samp bug, distance bug:

lets say there are 2 players. One of them enters a car,then leaves the car.Now the other player can shoot this player(that entered a car) from any distance.This is called distance bug,mainly used in a/d servers.
this only works for vehicles that have more than 2 wheels(as far as i know) and it only works this way,means the player that entered a car cannot shoot the other guy from any distance too, it only works one way

and also you can shoot a player through a car's window to hit him from any distance
