Who do you want to freeze yourself in? Or other players?

I want to freeze other players (in sobeit it literally stops them in place, anims still play [like sprint] but they are in place and
i can shoot them easily and the hits would register)

There is no such option in samp anymore. It is possible to cause lags for players, and not every server depends on anticheat

It is instant but doesn't follow the movements, it stays in crosshair default placement
