FPS mod is First Person Shooter mod, like in Counter Strike game. That you did in vid lol.

Open your gta3.img with IMG Tool , then click "Commands", then click "Rebuild Archive", wait a minutes, done. It might be fix your problem. If it's still not fixed, I see on your video that you're using FPS Mod, I believe that Mod makes glitch your GTA graphic,  try to remove the Mod.
