    So basically when I turn it on, it changes my IP when I check through www.whatsmyip.org but I am still caught in a range ban, also the blocked websites in my country remain blocked, why is that?

    Yea, a few car mods. EDIT: It is not the mods, I unistalled them before to try that. EDIT2: I see the samp screen and the loading bar and when it is over it crashes.

    No, it's not that effective at all, after a few attacks you may make the server lag a little bit but you'll usually get banned after 30 attacks so.. No use of it.
