Well yeah removing relode won't work because then the script is looking for a variable that does not exist so it crashes normally it would stop you from compiling it if that happened but you did it via the .ini so it crashes.

So, basically, don't have any solution? i'm newbie in Cleo Mods xD, no way to prohibit the .cs or .ini file to seek a variable of no-reload?
I've sent a private message from creator (Z0dy), but, no answer in three days.

Try this, i just remove this line -> Actor.GiveWeaponAndAmmo($PLAYER_ACTOR, DesertEagle, 0)
I'm not sure if it fixes it or breaks it.
