there is not such a thing like that, what i can recommend you is to learn by your self any kind of coding language, and try by your self.
I understand that people use to create their own mods and they release them on any kind of game hacking forum, but i have no idea if there is a existing hack,script,cheat wich does what are you asking for....

Anyways you can try with mod_sa and playing with outgoing packet data, with that im saying you can try to dont send weapon data , onfoot data and spawn weapons. Things like that.
