Since you only want your actor's skin to be changed but is not seen by other players/server. If you search "GTA SA skin changer MOD" on Google, there are MODS out there that can change your Actor's skin. there is also a famous GUI integrated skin changer called Visual Skin Selector. Remember that skin changing is only seenable at the client side and will not be synced, other players will see the skin which the server gave you and not the skin you have changed.
