CLEO Help Cleo sound bug

So, I installed a F14 tomcat that got a custom sound mod that you put into the CLEO folder. I did everything that the Readme.txt said and when I try to use the sound, nothing happens. Same with ELM and the custom siren sounds. I get no sound. I got US v.1 GTA_SA.exe and I got the unmodded sound files. Could anyone help me get my CLEO sound mods working?

See if it works on singlePlayer. Audiostream most times doesn't work on sa:mp.

Nope, doesn't work on single-player either.
