No you can't do that, see, the purpose of outstreaming is that it removes the lag that would normaly happen, if for example you went in a server that has like 500 players, they would constantly send you packets of their positions / rotation / animation etc.. which will create a huge lag, its like ur being DDOS'ed to death, and the game would become instable...
a solution that i might use personally, is, if i want to get the position of players in a certain area , and i'm in another area which is far away, i would send position packet to go there(my skin stays in the current area), then i would automatically get streamed in, and i would be able to get their positions.
