Download this Directx because of several of them won't work for some reason caused in the system of computer so you can try this one, after extract to your Local C: disk which folder you want or make one there, then start samp, if it still doesn't work roboot your pc Immediately.

Edit: Start the DXSETUP.exe and it will install all .dlls.

What do you supposed to mean the size is to big, just give me a picture in the private message about your error, then i will help you as soon as possible, sometimes your sound of your pc isn't localized from the hole, that's why that error will be appear.
