I want a mod that allows me to use the Camera as a drive-by weapon for RP purposes. (Ex. A new reporter in a cop chase, or an FBI agent getting a fast charge on a car for casefiles)

Most likely no such feature in the games code in the same way you can't driveby with a sniper rifle and artificially creating such a thing will take much more effort then it's actually worth.
