CLEO Help Error loading plugin SAMPFUNCS v2.6.cleo

I get this error when I try to use SAMPFUNCS v2.6 with my GTA SA. All other .cleo and .cs mods work, this is the only one causing trouble, could it be a bad file or?

It seems like it is just for Windows 7 and 8 if I'm not wrong, on this PC I have Windows XP, used SAMPFUNCS v2.3 and it worked.
