[HELP!]weapons.txt not found When I try to start SAMP (Weapon Limit Adjuster)

Hi, every time when I install any cleo version (tried the newest and 4.1 which I actually want) I get this error when trying to join on a server:

I have no idea what I must do now, I googled it but I dont get an answer. I also tried to make an own weapons.txt and I put in my GTA SA Folder but then it says format not correct.
PLS help me.
