Err, or perhaps there's a mod causing it or a malware object located on your PC. I'll tell you the thingsyou can do, try doing them in order till one works, since first ones require less than the ones further on your list.

1. Try turning off any background processes that may be affecting your GTA SA or PC in general.

2. Go to your Antivirus and add gta_sa.exe and SA-MP executable to exceptions list, add entire GTA San Andreas User Files folder located in My Documents to exceptions as well.

3. Try to run a Disk Check through a command prompt with command lines: dskchk, dskchk /f, dskchk /r.

4. Go to your C Disk Drive properties, Tools tab, then run a defragment, do same for Disk D as well and any other if you have it.

5. Try removing some mods from GTA SA.

6. Try a fresh install of GTA SA and SA-MP.

7. Use low-res game files, custom low quality effects, custom timecyc and perhaps GTA shrinker.

Not to confuse yourself, since 0.3x almost everyoneis having lower FPS due to new streaming functions.
