Help how to make an asi that....?

Hello everyone,
Before all I want to sorry for my english.
Anyway.. I'm here to ask if someone could make or explain how to make an asi that  when I press  wheel down switches current weapon to the next, after 50ms it switches back to the first weapon.

If you don't know C++ why an asi? Try using cleo, it's simpler and easier.
