No that's not what this is for. This will forbid the GTA from closing your game abruptly when you receive more than 8 warnings in-game. That's all.

If you get a slow motion thing then there is a cleo file which is causing you this,As for me it won't get slower.To solve this issue try deleting the cleo folder and also Cleo.asi and installing the right cleo.For example i'm using cleo 4.1 so if you this in cleo 4.3.20 it will make your game slower,I hope you got it.
