If the cleo doesn't work for you try installing the latest .NET framework and Visual C++ Redistributable Packages

Make sure you're using CLEO 4.1 and your gta_sa.exe should be version US 1.0

Write it yourself I suppose. I talked to @MrUnknown and the told me that the CLEO has been infected with malware and that's why he's not sharing it anymore. He doesn't want to spread malware.
