But on posts it shows 4. Why?

Reputation : People who reputated you
Reputation Power: This depends on your reputation it increases every 20-25 reputations maybe?

You gain reputation by posting, making topics etc. Reputation power is based on your whole reputation.
You can't give negative rep.
