Help SAMP FPS Help

My Pc Specs:
•Operating System: Windows 7 Home Premium, 32 bit.
•Processor: Intel(R) Core(TM)2 Duo CPU    E4500 @ 2.20 GHz
•Memory RAM: 2.5 GB.
•Graphics Card: ATI Radeon HD 5450 1 Gb Graphics Card..

My Problem is Whenever i play SAMP my fps goes up and down from 75 to about 5, it goes up and down and my game lags making it unable to enjoy.Please Help.... i tried all /fpslimit..

it happends when i enter new areas. if my /fpslimit is 50 when i enters new area it down to almost 5 and come back and makes much game LAG..

Do you have any textures packs/car mods installed? If so that and your HDD being slower could be the problem. Also disable any other programs like antivirus etc. when playing.

No, i didnt have any car mod. and i uninstalled all softwares.. But still same
