yes server owner can put there was a filterscript for it on SAMP forums

there's also another way, but it won't play sound and it takes some effort but the result is video being displayed. Split video into png frames named vid (0), vid (1), vid (2)...
And display the images. If you take a look at "supremeInfo" mod and its source it has such feature
