CLEO Help Sampfuncs crashes no matter what I do.

I followed the complete guide given by xzytro (http://ugbase.eu/Thread-Everything-about-Samp-Functions) but yet I can not get it too work. It always crashes. I have everything that is said you need and yet it crashes I tried this with so many different versions of sampfuncs same thing every single time.
This is the report I get.
Please help I could really use sampfuncs.

For 0.3x Or 0.3z Not 0.3.7 :) you can't use sampfuncs v2.4 or v2.6 for 0.3.7

They why i install is I put the files in and start samp anything wrong with that?

Do you get any error messages before launching ? Go to your gta san andreas user files (usually in 'My Documents') and delete the gta.set thing, might not seem like a great solution, but most of the time it works
I'm giving you this solution because (i suppose) you have already tried to reinstall the game, but, when you delete the game, this one file isn't deleted. The file contains your settings (Binds, video options, etc.) Let me know if it worked

Try using this http://www.gtagarage.com/mods/show.php?id=21709
Make sure you have CLEO 4.1 or 4.3. Check if you don't have an already open gta_sa process(task manager). Alternatively, rename your gta folder.

Disable your anti-virus when you open SA:MP with sampfuncs and see if it works, I had similar problem and I needed to exclude sampfuncs.asi from being scanned by my anti-virus program.
Also make sure that you have silent's asi loader like Springfield mentioned because without it, it won't load the .asi
