Ye. First off, ensure that you have a good installation of cleo v4.1. And also set samp.exe and gta_sa.exe as to be used as administrator (you can choose that from right click > properties > run as administrator tick). And of course, you need the samp functions v3.0.cleo.
Then, to make it work for windows xp, uninstall 'C++ Redistributable' from the "Add/Remove Programs". And install this .asi loader v1.1. Put that asi loader inside GTA San Andreas directory. You also need the right version of gta_sa.exe file. You can get it from this link.

Thanks for the help - I have never had C++ Redistributable so I have not had to uninstall it.
About the asi loader and gta sa file it's all good but it aint working yet and aint loading the sampfunctions.

I have the same edition, and Service Pack 3.
Install Visual Studio(2008/2010/2012), and try to install Visual C++, also .NET Framework 4, 4.5.
Tell us if any changes appear.
