i want to create a cleo mode who detect a text from chat and then send a command to the server,

''Nicovala'' is a player name and ''270'' is his ID, i dont know a opencode for this.
The command i want to be send is ''/accept licence ID'' and i want the id to be automatic detected from the chat.
