I wanna know when the id of person is dead, So when he's dead, tell me in chat "Target is dead" With a red text, would work with (outstreamed players), Can this mod be done?

If it can, Keybinds /sk [ID] Thanks.

Nope, StreamedOutPlayerInfo only contains marker XYZ(if enabled) so you can get a world position, you can't know if player is dead or get his health.
