so, that is what I found on the sa-mp forum:
1. 0.3.8 will not relise
2. there is 0.3.7-DL will be instead
3. 0.3.7 and 0.3.7-DL clients are NOT compatible
4. 0.3.7-DL will be placed as realise (not RC)

Some servers wants that skin&texture download feature from "canceled" 0.3.8 so Kalculator i mean Kalcor changed name to 0.3.7 DL which will have that feature but that version will have its own servers so it means it will be separately from 0.3.7 servers and 0.3.7 will receive updates etc but 0.3.8 wont be released yet
