I've wanted to ask if it's possible to change my ip without using a proxy.

Only way you can change your IP without proxy/VPN is to call your ISP and ask them to change your IP.
Might cost a little bit of money if you're unlucky.

The funny thing is that the person that's been banned has a similiar IP to mine and IAM actually not banned but a barrier ppos up once I enter the skin selection with a message that I'm banned although the nick of the other person is written there.

LOL, AdrenalineX huh ? Try making an appeal, tell them that you caught a rangeban, but they have so shitty admins that you won't get unbanned...
Call your provider, tell them that you have a problem with your IP and that it is blocked by some sites, they'll change it (normally it's free)

nowadays many servers have anti proxy you cant do anything. only if you use your friends wifi or internert
