what is the use of this file ?

I guess you could use it if you wanted to record gameplay and pretend you're not using cleo. Btw it's legit, it can be easily checked with "HxD" on Windows or "vbindiff" on Linux by comparing original cleo.asi file with the modified version. Which shows that the only changes include setting text to '0'.

what is the use of this file ?

These files allow you to load cleo scripts in the respective games.
Assuming you know this, the only difference is that this ones have the in game menu text that shows how many plugins scripts are loaded removed
It's for people who might want a clean pause menu or find that text annoying or are recording or whatever
