They turned on the engine of all the vehicles like it were their own vehicles, and even a /me appeared. Also if i entered in any vehicle that i had started before and i pushed the key to turn off the engine of it, another /me appeared; They told me that to do this they used a program.

You can't bypass the Servers Engine State, you just can Start the Engine with the help of cleo script's or s0beit.
If you're meaning todo something like steal others vehicle, it don't work unless the server has a vuln.
