Help asi files won't load win 10

so i reinstalled the win 10 on a new harddisk and sampfuncs 5.3.1 dose not work ! on the old harddisk it worked maybe cuz  i changed from win 7 to win 10 and installed sampfuncs 5.2.2 and then 5.3.1 cuz it was updated .

does win 7 has more drivers than win 10 or soemthing cuz i did everything and sampfuncs won't load ... 

tried asi loader, gta_sa.exe v1, changed the name of the gta folder, reinstalled, new cleo, new sampfuncs, older sampfuncs, firewall off, windows defender off,
permission administrator, compatibilty , i really  have no idea what to do pleasse help me

a friend of mine did the same thing but on the same harddisk and for him dose not work either. we both took a program that let u install win 10 from a stick we both had win 7 before and we both updated wo win 10 than reinstalled win 10 with a stck
