CLEO Help Error when opening SAMP

I have SAMP, the cleo and a mod and it works fine. I installed CLEO 4 Library (v4.2?) and it worked fine for me but my brother did the exact same and whenever he opens SAMP he gets the error

delete Gta San andreas User File in Documents and check again if you get the error.

Still the same happens, weird because it's fine for me but doesn't work for him

Try running samp and gta with compatibility mode for win 95 and 256 colors option...

Done, still not working. He's fine with mods ect but as soon as he installs any CLEO that same error appears

Try getting him cleo 3 and make sure you put back original bass.dll

Prolly some models you messed up
Download new gta3.img, and replace with old

Try To Re-install the game, Cleo, samp r-1, and anything you added on game

Re-installed 4x and the same thing. Deleted all mods as well. Haven't tried the Cleo 3 though so will try it
