Exactly what he said. There has been leaks that Rockstar was hiring developers for some new game development. Most people think it's GTA 5. They want to sell as many copies as they can for consoles so people buy consoles and then they will sell PC so more people can buy PCs and PC GTA version due to the perks which will be available (probably more players in multiplayer, modding, hacking xD )
