There must be atleast 10 years worth of information regarding gtasa modding/scripting pretty much covering everything you'd ever need. Yet questions like this are still asked, all people have to do is learn to search and read.

You cannot open this type of extensions like you can do with cleo, option is to get a source code (code which was used to make that file) by contacting the author.

This means you can only get the editable version from the creator of the .SF and compile it yourself, but it seems like you have no knowledge of that?
.SF = SAMPFuncs plugin extension, it's compiled in C++.

Thats all you need to know, and have c++ experience.
