Yes I did it, but to no avail. When I press F2 my Skin freezes and I can not move, and the tab "New Cheats" does not appear.
And also the menu of F11 stays in half, just with the caption of the GTA, there's the caption SAMP.

Why it doesn't appear nothing to me when I press f10? It show at the right topper corner like "dialog showed" or "dialog hidden" when I pressed f10, but no menu gets opened.

No, only you can. Open the goddamn .ini file and locate key_console, change it to your preference.
