May you please make a GTA SA mod for me?

I would like an Ant-aircraft gun that can be placed anywhere on the game map.

I'd want to be able to set what it shoots at (e. g. Only police choppers and cars, certain ped groups etc). I'll give more details to whoever accepts to make this mod for me.

If you can make it, or know someone who could, you'd be my hero.
