Its not a IP ban, you can even change your ISP and you will still be banned.
Its a GPCI ban, GPCI is returning a hashed path to SAMP installation, this path contains your account name.
You cant evade this ban by changing the account name, because it wont change the name in the path (it would need to also change lots of stuff like registry keys) and you cant change it manually, only way is to create a new account (in your windows of course..) and connect to the server (it worked for me)
yes i think this server called down street or something its advanced ban i got that ban and i even changed my network and tried to more than 5 network (i already hacked it ) and i still banned but i format in wrong way and then reinstall win7 and i unbanned , so i thought its stored in tmp folder but its not idk what happened maybe they banned the whole country lol xDDD any way i used frosty vpn its work well but i think my country got banned for ever lolHmm some time ago i found a server that has somehow permanently banned me and im still trying to figure out how to unban myself, nothing works and only permanent ban in SA-MP i head of is banning the windows user name but i changed it and its still the same. Never spotted shit like this, i tried like 3 VPNs, changing my IP, chaning username, changing nickname, everytime i enter it says iam banned permanently. Also its impossible the admin banned all those VPNs because my friend can connect to the server on them, and as far as i know there isnt any other type of ban than those (i can bet theres no HDD ban or MAC ban in SA-MP, as i read somewhere SAMP cant store the user info like this, they would need to change the license to do this)

Only permanent (not really anyway) ban in samp is banning the hash returned from gpci function,its a hashed path to gta san andreas user files, containing your Windows username (but changing the username won't do the trick, this is just a visual change but all registry keys/paths will still contain your old name.
