One quuestion though.
Does it need sf ? I am right now on my laptop with win 7, which runs samp laggy as shit. I am curios if it needs sf to work, I'd like to know if it will work on xp without sf.

It doesn't need any plugins, only CLEO 4.1.

If you know the id of the car, you should be able. If not, try carfinder.cs. It's in releases somewhere.
