[REQ] Custom VPN (Add your own IP:Port)

On the internet there are many lists of free and open Proxy IPs, now all I need is a tool that will connect to them. Yes, I could go to Control Panel and change IP from there, but that is heck of a hassle compared to just typing in IP into the VPN.

So, anyone knows anything alike this?
