Call your ISP provider and tell him to shift your IP into a dynamic one. Then, all you have to do is restart the router and boom, new ip. I've been doing this for ages on ngrp.

Rarely which ISP will just simply let you switch to dynamic.
You can simply use OpenVPN with any open server.

The NG-RP ban system is dumb and outdated.

The ban will issue a ban to the account and to the IP, only ever will your range be banned when a box admin (Usually head admin/lead head admin above) logs manually on and adds you to their filter. (not often)

Swap your IP by either using a dynamic method or a VPN, once done swap your account name and register again.
