He doesn't have v2.0 because sa-mp doesn't support any version other than v1.0 and yet he's playing sa-mp, think about it

OT: Remove all CLEO's and mods you have, then load them one by one which ever slows down the streaming rate, that's the culprit, remove that mod/cleo then.
