CLEO Help Request: Cleo Car health lock

I swear i tried to put this in the right place, they made these forums harder to navigate since last time i was here.

Ive read all the Cleo Releases and Requests twice and i just didn't find a single car hack that just locked the car health.

Code: 
* Name of the mod (if the mod doesn't exist, you don't have to tell one): Car health lock?
 * Where you saw it (not the server, we mean if you saw any videos/screenshots about it or not): I had it once before
 * What do you want (the most important part, explain this carefully) Locks the health of the car instead of raising it
 * Details (add more details to your request) Preferable with a toggle
 * On/off key (specify it): any key will work i can de compile and change it latter if i don't like it.
Also if any one has a toggle health lock on foot one ill take that to.
