I have 4cpu. The frecuency is 3300MHz/3395MHz and 55/60 °C.

Gta_sa.exe use (in the admin tool) 121.800kb or more.

Is normal?

Maybe the problem is in plugins you were installed or in the GPU, if you said in clean areas you're getting 300 fps while in other dm places you're getting 90 then probably your GPU is not that powerfull for it, or driver's settings were incorrectly setted up (ambient occlusion or even antialiasing could be the reason)
Can't really say more since it's old game and everything is unpredictable, for example my game keep crashing back then after I installed clean steam version and put 1.0 US version exe in it  :surprised:

I prefer getting a NVidia Graphic card, they are recommended and they are especially for gaming also the problem might be this that there are alot of players or vehicles in that area?
do you have sounds mod? try uninstalling them and trying.. else try resetting gta sa settings

I don have sound mod. And yes, the lag is when there area many vehicles (for example bases as a51 in call of duty servers) in duel stadiums i have 300fps perfectly.

Today i increase my hz (60 to 75) and i think that it has improved
