is there any method to open up the sampfuncs console with another key?
currently is "~" the key to open up 

still not work

Look in sampfuncs-settings.ini -> console-use-alternate-key=false

or simply delete the sampfuncs-settings.ini .. when you start the game, it will make you a new one, i had the same problem as you

If you set console-use-alternate-key=true you have to open console with 2 + ~ instead of just ~
Sadly, there's no way to configure key you want, so.. you can globaly\active for gta_sa remap ~ with some other key? That's 1 line in ahk script for example - https://autohotkey.com/docs/misc/Remap.htm

Do you have an AZERTY keyboard?
If so, you need to press the ù key (with the % and ` symbols)
