SAMPFUNCS prob

After 2 year i comeback to samp i just forgot why i have problem with this:

When i put SAMPFUNCS.asi and when join at any server , loading and just load me clasic GTA SA not samp can someone help me with this ? i have Cleo 4.3 moonloader last ver, gta us 1.0 anttwkbr and nothing wrk?
When i delete SAMPFUNCS.asi normaly work ... but i need it for cheats
