Did you read where i said EXTRACT the CONTENT?
It clearly says from your notepad E:\GTA San Andreas\glance_mod.ini, but in the archive those files are inside a folder so it should be E:\GTA San Andreas\glande_mod\glance_mod.ini.

Just extract the archive like it is to your GTA folder.
