You have either cleo 3 or cleo 4.2 beta. Uninstall it and install cleo 4.1
I don't have something called Ped editor but that happened to me once when i wrongly replaced a .txd file with a .dff file. Also perhaps if you have a CLEO_SAVE directory you should delete what's inside.
That means the cleo itself has a problem inside it's codes and you need to find another .cs file which is well-made. For example i just checked the codes of lag.cs "for 3 seconds" and it doesn't jump to deactivation check, and it has a useless short-circuit in the code flow.
Maybe you should find any other scripts similar to lag.cs.
You could try laggermove.cs but that will make you lag like having 15 fps. Nobody will duel you with that much lag.
or
You could try sprunkguardv2.0.cs but that will make you lag like having a dynamic fps like this : ..../----../ (like, first 89, then quickly 26, then quickly 60, and then 25, then quickly 90 etc). People will ask you to deactivate the antivirus updater or to stop the video converter or something.
